On November 6, 2026, the Bank of Russia set new bitcoin russia rules that approve Bitcoin, Ether, and USDT for everyday, non-qualified investors.
The ordinance takes effect on November 17, 2026. From that date, exchanges may admit those three assets to public trading.
Purchases through a single intermediary may not exceed ₽300,000 a year, a cap worth about $3,662 at CoinGecko prices retrieved on November 8, 2026, at 18:03 UTC, or roughly 0.0484 bitcoin.
For Bitcoin investors, the most interesting part is not the size of that first ticket. It is that an official three-asset list, built around liquidity and a long public price history, now names Bitcoin first.
The bigger question now is whether this regulated opening becomes a durable on-ramp or only a tightly capped first step.
What the Bitcoin Russia Rules Allow From November 17
The Bank of Russia’s November 6 announcement said the approved list for non-qualified investors includes Bitcoin, Ether, and USDT.
From November 17, those assets may be bought through intermediaries such as brokers, trust managers, or crypto exchange offices, on both exchange and over-the-counter markets.
Qualified investors, the regulator said, will have access to all cryptoassets without any restrictions.
Every investor, qualified or not, must still pass a test and read about the risks of cryptocurrency investing before making a transaction.
We noted a similar focus on documented intermediaries when SEC crypto rules on broker capital and custody reached OIRA.
The Bank of Russia said the list includes only the most liquid assets that meet criteria set out in law. It considered market capitalization, average daily trading volume, and pricing history on foreign exchanges, which must be at least five years.
How the ₽300,000 Yearly Cap Translates Into Bitcoin
The cap is specific: purchases through a single intermediary may not exceed ₽300,000 per year. The Bank of Russia did not describe it as one nationwide ceiling across every broker.
CoinGecko data retrieved on November 8, 2026, at 18:03 UTC, put Bitcoin at $75,689, or ₽6,200,880. Ether was $2,228.07, or ₽182,536. USDT was $0.999015, or ₽81.84.
At those prints, ₽300,000 converted to about $3,662 using the USDT ruble price. It could buy roughly 0.0484 bitcoin, about 1.64 ether, or about 3,666 USDT.
That is a modest yearly ticket, not a flood of demand, but it is a formal path that did not exist on a regulator-approved list.

The same ₽300,000 would have bought about 0.0569 bitcoin on August 11 and about 0.0484 bitcoin on November 8, with a low near 0.0412 bitcoin as the ruble price rose.
It is close to the $3,000 crypto travel rule we covered, though that rule governs transfer reporting rather than yearly purchases.
Moscow Exchange Plans Bitcoin Trading From December 1
In a November 2 statement, Moscow Exchange said it plans to offer digital-currency trading from December 1, 2026.
It called the project Russia’s first organized digital-currency market and said it would rest on law No. 282-FZ on digital currencies and digital rights, whose main provisions took effect on September 1, 2026.
The first stage is expected to involve pilot transactions, with participants connecting gradually as they are ready. Trading would use stock-market technology and unified clearing at the National Clearing Centre, with sessions from 06:50 to 23:50 Moscow time.
The initial list matches the Bank of Russia’s retail roster: BTC, ETH, and USDT. From December 1, clients are due to get same-day and next-day settlement, plus swap tools for liquidity management.
We believe an exchange venue with central clearing is a constructive step for bitcoin russia access, because it moves demand onto a supervised market instead of leaving it only in informal channels.
Why Bitcoin, Ether, and USDT Made the Official List
The selection test helps explain why this russia crypto list is so short. Bitcoin, Ether, and USDT are the three largest cryptoassets by market value, and each has a public trading history longer than the five-year minimum the Bank of Russia cited.

CoinGecko’s November 8 snapshot put Bitcoin’s market cap at $1.52 trillion, Ether’s at $272.3 billion, and USDT’s at $176.9 billion. Bitcoin accounted for about 77% of the combined value of the three names, which is why bitcoin regulation so often starts with BTC.
Bitcoin was down 0.12% over 24 hours inside a $75,541 to $76,106 range, about 3.0% lower over seven days and 8.4% lower over 30 days, yet 18.4% above the August 11 daily sample of $63,915.71.
It also remained 12.6% below the September 22 sample of $86,596.74 and 40.0% below its October 6, 2025, all-time high of $126,080. Those swings were already in motion before the November 6 announcement, so we would not invent a price target from a weekend snapshot.
A Capped Start on a Longer Bitcoin Path
We believe the honest reading is straightforward. Russia is opening a supervised door to Bitcoin for ordinary investors, and it is keeping that door narrow at first.
The ₽300,000 cap is small beside Bitcoin’s $1.52 trillion market. Qualified investors, who face no asset or amount limit under the announcement, are the group that could matter more if they use the new rails.
This is still crypto regulation with a constructive Bitcoin core: BTC made the list, an exchange has a December 1 plan, and testers must acknowledge risk first.
It sits beside other official openings, including the White House review of Labor’s crypto 401k rule that names Bitcoin.
For us, Bitcoin does not need every buyer to arrive at once. It needs clear rules, visible venues, and a fixed supply that institutions can hold as the on-ramps widen.
The coming weeks will show whether intermediaries are ready by November 17 and whether the December 1 pilot draws real orders. If they do, investors may start treating domestic bitcoin russia access as infrastructure rather than an exception.
