Opair and Ebitz
These ICOs were created by a scammer known as Wasserman. He scammed investors more than once. This scam is one of the most well-planned the guy himself seems to be pretty smart. The plan was for Opair to be a decentralized debit card system and Ebitz was a domain rerouter. When investors found out this to be a scam, the company was shut down taking more than $3 million with it.
