The U.S. midterms reshuffled Washington, yet the grayscale bitcoin research desk is not blinking.
Grayscale’s head of research, Zach Pandl, argues that crypto’s momentum rests less on any single Congress and more on overseas demand plus deep institutional adoption.
BlackRock’s digital-assets lead struck a similar tone, saying election outcomes are unlikely to derail product launches or investment flows.
For Bitcoin investors, the most interesting signal is that the largest managers still see a bipartisan, global runway.
The bigger question now is whether institutional conviction can keep lifting BTC even while market-structure bills face a tougher path on Capitol Hill.
What Did Grayscale Bitcoin Research Say After the Vote?
Pandl told markets that the GENIUS Act was a major step forward for stablecoins, but regulatory clarity and institutional adoption have deeper foundations than the last Congress alone.
In a pre-election note, he estimated that 80% to 85% of global cryptocurrency activity takes place outside the United States.
That leaves the U.S. with roughly a 15% to 20% share on Grayscale’s blended reading of trading volume, mining and ownership indicators.
We believe that framing matters.
If most of Bitcoin’s real-world activity already lives abroad, a slower U.S. legislative calendar is a headwind on the margin — not a hard stop for the asset.
Pandl also pointed to rising use of dollar-pegged stablecoins in South America and Southeast Asia as proof that demand for better money rails is not a Washington story alone.
Why Are BlackRock and Grayscale Still Constructive?
BlackRock’s head of digital assets, Robert Mitchnick, was asked whether midterm results could affect the firm’s crypto product pipeline or flows.
His answer was blunt: “Not really, to be honest.”
Mitchnick argued that bitcoin and ether already have much of the regulatory clarity needed for investment products, even as broader crypto legislation remains unfinished.
“The more you drive adoption, the more you drive real value-add use cases, the more it becomes a bipartisan issue,” he said.
That lines up with Grayscale’s view that elections can nudge crypto like other asset classes, but the industry is bipartisan, global and increasingly institutional.
We would look for that same institutional spine in ETF flows, custody rules and tokenized funds — not only in floor votes.
As we covered in our Bitcoin ETF news update, even softer outflows around the $80,000 zone showed buyers still leaning into BTC when pressure eased.
How Could Washington Still Shape Bitcoin’s Path?
Optimism does not mean legislation is irrelevant.
The industry’s main market-structure push stalled in a 49–50 Senate vote in September and may need a fresh start when the new Congress convenes.
With Democrats set to take control in January, some executives expect a harder road for the current draft.
Others see room for a revised bipartisan package.
More than 70 House Democrats previously supported related legislation, though debates over stablecoin rewards, consumer protections and political crypto interests remain live.
We believe clarity is still coming — just on a longer clock.
For Bitcoin specifically, that slower path can still be constructive if it keeps the focus on durable rules rather than rushed political theater.
Our recent look at the SEC custody rule proposal is another reminder that infrastructure for advisers to hold BTC is advancing even when Congress is noisy.
What Are Analysts Watching After the Midterms?
Cycle analyst Bob Loukas framed the election outcome as constructive for the asset class.
“Great for crypto at least. Not sarcasm,” he posted as results rolled in.
That read matches the institutional message: politics can surprise, but Bitcoin’s bid for mainstream allocation does not hinge on one night’s tally.
Loukas later noted a constructive post-election move in Bitcoin while flagging that price still needs a strong push to escape an intermediate weekly-cycle decline.
We share the constructive bias.
A midterm shake-up that fails to scare the largest asset managers is, for us, evidence of how far Bitcoin has matured as a macro asset.
As we wrote when tracking Bitcoin’s recovery after the midterms, holding key reclaim levels matters more than overnight headlines.
Why Does Global and Institutional Demand Matter More Than One Election?
Grayscale’s case rests on several durable drivers.
Demand for alternatives to local currencies and better payment systems is not going away worldwide.
Foreign regulators continue writing rules for digital assets.
Federal debt is likely to keep rising whichever party holds Congress, which Pandl argues keeps investors hunting for alternative stores of value such as crypto.
A February 2024 Pew Research Center survey found that 18% of Republicans and Republican-leaning independents had invested in, traded or used cryptocurrency, versus 17% of Democrats and Democratic-leaning independents — shares described as statistically equal.
That near-parity supports the bipartisan thesis.
Meanwhile, Visa, Mastercard, Fiserv and Stripe keep expanding stablecoin services, while BlackRock, Franklin Templeton and JPMorgan push tokenized investment funds deeper into traditional finance.
We covered how Stripe’s stablecoin payouts can strengthen the payment stack around Bitcoin.
Those rails do not wait for perfect U.S. market-structure law.
Could Bitcoin Keep Advancing While Congress Resets?
We believe the grayscale bitcoin message is clear: U.S. politics can move the tape, but they do not own Bitcoin’s long-term trajectory.
Fixed supply, growing ETF and custody infrastructure, and institutional product design all point the same direction.
Watch Nasdaq risk appetite, Treasury yields, the dollar, and spot Bitcoin ETF flows for the near-term tell.
Watch overseas stablecoin usage and tokenized-fund growth for the structural one.
The coming weeks will show whether price can convert institutional calm into a sustained advance.
And if Bitcoin reclaims and holds the levels buyers defended after the midterm shakeout, investors may start looking past Washington noise toward the next leg of global adoption.
